Use verdicts as a decision aid, not as a single source of truth.

| Safe | No strong malicious indicators found. | Proceed with normal caution. |
| Suspicious | Reputation signals are mixed or uncertain. | Verify destination manually before opening. |
| Malicious | Strong malicious indicators detected. | Do not open the target. Report or isolate if needed. |
| Unknown | Not enough data to classify confidently. | Treat as untrusted until verified. |
Good decision policy
- Prioritize threat verdicts over urgency cues in page content.
- Confirm domain spelling and destination intent.
- Escalate unclear or risky links to your security contact when applicable.
